Skyrim not downloading mods from steam workshop

I subscribe to it and Steam client says there is 29.7 GB to download and update. Fine ARMA 3 Launcher - shows ~ 300+ Steam Workshop Mods or Missions folders The files are still on my SSD but that is not the issue.
